I was recently lamenting shortage of space in my toy-cluttered flat and a (childless) colleague mentioned the baby cages Victorian households used to hang out of their windows. “There were mercifully few deaths,” he joked, as I gazed at an online image of the outdated devices, fascinated by their dangerous ingenuity.
Another “outdated” mechanism, according to the government, is the mode of calculation of the discount rate. At the Association of British Insurers’ Brexit conference, City Minister Steve Barclay said
