Legal wranglings over what constitutes a 'dangerous animal' and how predictable damage or injury caused by such an animal are look set to rage on, and attempts to clarify the law have so far failed, as Kelvin Farmaner explains

Section 2 of the Act provides for strict liability but does not affect
