Stricter rules and compulsory bicycle insurance considered by government
Cyclists could be subject to the same rules as car drivers, with registration plates, compulsory insurance and license penalty points and fines for breaking speed limits and running red lights.
Transport secretary Grant Shapps has vowed to introduce a “death by dangerous cycling” law that would treat dangerous cyclists the same as motorists.
