Barbara Farndell, pictured, HM Revenue and Customs finance and insurance head, detailed the department's views on implementation and hinted that the government could delay implementation of VAT on outsourced insurance services set for 1 January 2006. Ms Farndell said that while there were several grey areas around which services will become liable for VAT, "there is no issue of whether we are going to introduce it". She added that "the very first and most crucial issue is timing".
