Flood, sweat and tears

The recent floods, causing an estimated £3bn-£5bn of damage in the UK, have once again highlighted the need for improved flood defences - something the insurance industry has long campaigned for. While additional funds are now being made available, Sam Barrett discovers that these only go part-way to solving the problem
