I'm delighted the government is backing Lord Jackson's suggested overhaul of civil litigation costs — but the champagne remains on ice.
Reform should reduce frivolous legal claims and accompanying costs, but the failure to achieve a ban on referral fees is a big miss, as this should be a fundamental part of the proposed changes
